Information about the French National Health System:
The French National Health system is known as Couverture Maladie Universelle (CMU) and costs 8% of income for 70% cover. Mandatory private insurance plans provide top-up cover for the remaining 30%. In order to qualify for CMU you need to have a residency permit (carte de sejour) before you can apply for CMU. In order to get the residency permit, proof of residence like a utility bill and of private health insurance must be supplied which is a bit of a Catch-22, since you can't get those until you are resident! If you are older and have low income then 8% of income will generally be less than the cost of private medical cover. If you are younger and single and earning decent money or are older and well off, then private medical insurance can be cheaper and cover 100% of your medical bills and provide international cover as well.
